Default Popper loads

I would like to reload some popper loads for dog training this year does anyone have any suggestions for a novice reloader? I would like to reload 20ga but do not know if I need to or what type of fill is needed in place of shot. Best case is that nothing hits the water to distract the dog.

I would use a light charge of Unique, a standard wad column, and substitute corn meal for the shot charge. Nothing will hit the water. But the corn meal "shot" would be dangerous to 20 yards or so, so be careful......
