I'm considering some surplus pistol powder wc820(h110) for $55 per 8 pound keg and a chronograph for testing purposes.anyone have any experience with surplus powder?

Ive used alot of surplus powders over the years, and they are generally a heck of a deal compared to the regular commercial labels. I dont ever remember having any problems with quality. Ive never used the number you mentioned, just be cautious about maximum loads as it might not be exactly the same as some commercial brands.

It is older powder. As to being surplus ? All mine is what is known as pulled down powder,from old Army ammo. If you want to shoot often it is the way to go.
my problem is that my loads require 29.5-32.5 grains of h110,and hodgdon says you cant reduce loads or high pressures will result.I was thinking of starting at 28 grains.I have heard of people loading way above 32.5 grains,although this makes no sense to me,you can barely hang on to a 50 ae at 30 grains.
