You could certainly use the same die for both. The small base dies reduce the case body dimensions all the way down to that of a factory round, which is sometimes necessary to get reloads to function in semi auto rifles.
Sometimes not.
When you go to resize brass fired in the bolt gun, you could just size about 2/3 of the neck and, if you are reloading a caliber with a fair amount of body taper, the die probably won't work the brassmuch in the web area. Sooner or later, though, the bolt will close a little hard on the neck sized cases and you are going to have to bump the shoulder back just a little. For that I would try to purchase a separate FL sizing die or a body die. Redding has these for sale as a single item (not part of a set).
