Default Newby Reloading question

I bought a Lee Aniversary kit and am working on my first 30-06 loads. My question is, After you full length size your cases do you have to also size the neck with the collet neck sizing die? I tried it but it did not feel like it did any thing?? The instructions make it sound like your supposed to but I dont get it.

Just a note,i would buy some books and read,and read,and read before i just started out to reload.there is a lot to kknow and one better be safe for sure.Have fun,for it is fun,but be knowledgable about what your doing for sure. vangunsmith
