The swedish 96 barrels have a very tight twist rate and were originally meant for 160 gr bullets. A 140 gr bullet will serve you well. Try RL-22 first, start at 42 gr and work up carefully to 46.5 gr- I wouldn't go any higher, every rifle is different, and I've heard of swedes locking up at even lesser charges. You'll probably find a sweet spot right around 44.0 gr, a 46- 46.3 gr RL-22 load with a 139- 140 gr bullet is about as close to the original 'Prickskyyte' or military sharpshooter load, but work up carefully as this is nearly the maximum load. When you resize your brass, only resize the neck- swedish rifles have pretty generous chambers, so once you fireform the brass, you don't want to work the brass any harder than you need to. Just set your FL die so that it only lightly contacts the shoulder of the brass, don't follow the manufacturer's directions of setting the die down to 1/4 turn past contact with the shell holder.
Don't worry about trying to get the bullets to touch the lands- it isn't going to happen no matter how much wishful thinking is involved. Just seat them so that the bearing surface fo the bullet is at least 0.264" into the case.
