Warning or just retribution ?
A magnitude 4.9 earthquake is not much of a warning nor is it retribution that anyone is likely to notice. The Richter scale is logarithmic so that relatively small differences in magnitude translate into huge differences in energy released and the resulting destruction.
We recently had a magnitude 7.3 earthquake in Southern California that caused no casualties and minimal damage. Yet this 7.3 earthquake released (10^7.3)/(10^4.9) = 251 times as much energy as the Cuban and Venezuela earthquakes. In fact it is likely most people in those countries who were not lying in bed or sitting in a chair were not even aware of those weak earthquakes until they read about them in the news.
