Default Mid-Acts Dispensational View?

My Brother just starting attending a church that holds to this doctrine. Anyone familiar with this? I am wondering how/why they came up with this and what the implications are. The lines below were copied from their web site.

The Body of Christ. There is one Church, known as the Body of Christ, in existence at this present time - Ephesians 1:22-23. All those that have been saved are members of this unique Body - 1 Corinthians 12:12-13. The Body of Christ historically began at, or some time after, the conversion of the Apostle Paul and before the writing of his first epistle. This view shall be know as the "Mid-Acts Dispensational View." It is important to note three specific things:
[ol][*]The Body of Christ is not Israel.[*]The Body of Christ did not begin at Pentecost - Acts 2.[*]The Body of Christ did not begin in or after Acts 28.[/ol]

A view that the Church did not start until after Paul's conversion is a false teaching. The Church is built on Christ and the Word, which are proclaimed by Christians. It is not built on a created being like Paul or anyone else. This so called churchmay take a view that Paulwas to be the replacement for Judas, which the Bible does not state or support. What so called church is this?

It is a "Bible" Church. They fellowship or belong to a group called "Grace Bible Fellowship".

[ol][*]The Body of Christ is not Israel. The Body of Christ is anyone saved during this age of grace. The Body of Christ in not mentioned anywhere but in Paul's teachings.[*]The Body of Christ did not begin at Pentecost - Acts 2. I agree it did not.[*]The Body of Christ did not begin in or after Acts 28.[/ol]
The Gospel of the Kingdom that Jesus spoke of during his earthly walk is different from the Gospel of Grace that we are under now. Jesus came under the dispensation of the Law. Again, same God, different program. Once the rapture occurs, the Gospel of Grace will end.
