Before we attempt to answer a question like you just asked, we must first understand that it is of the utmost importance that we remember that Scripture, never cancels out Scripture, or that Scripture never contradicts Scriptures.
To the man who is without Spiritual knowledge, that verse of Scripture simply "appears" to be saying that it is Will ofthe Lord that ALL men be saved. To such people the Scripture is saying that is is God's Will that every man , regardless of belief, or religion, or anything will be saved
However, the issue is, can we RECONCILE this Scripture with the teaching throughout Scripture??? Since Jesus CLEARLY states that their are people who are condemned for non belief.....John 3:18....Jesus also tells us that MANY will be locked out of the Kingdom of God....Luke 14:24...Knowing this it is obvious that "all" men will not be saved.
It should also be pointed out that the "Will of God" will ALWAYS be done, as we see in Scripture that says the Lord's Will "will be done on earth as it is in heaven" , so if it be God's Will that all men saved, why does Jesus state that many will perish, and why does He say that the Fathers Will, will be done?
This is very confusing to the man who lacks Spiritual Wisdom, and *appears* as a direct contradiction. However, when we understand that Brother Peter is addressing a collection of True Believers, who according to chapter one, verse one have obtained "a precious faith", meaning they are saved, it is only natural in verse 9, of chapter3 that he woud tell these Chosen people that God's Promise can be trusted by them, "us-ward" as the Scripture says. In otherwords, it is indeed God's Will that non of "us", ie the Children of God will perish. This Scripture is a great testament to Gods Love, and Devotion to His People.
Sadly the false pastors has twisted this verse in an attempt to discredit the Blood of Christ, and make God out to be a liar. Thankfully the Word is clear to God's Sheep who hear His voice.

Therefore giving anyone and everyone ("any" and "all" from the verse above), the offer to come to repentance. He is pleading with us and giving us a choice all in the same sentence.

Where have you seen anyone say that all men will be saved. I have yet to see anyone write that. It is fact that many will come but few will enter.

You are right... God will will be done. BUT, Gods will was for man to have free will to make his own decisions, so that those who accept Him will have a true love affinity for God, and He will be blessed by our praise for Him.

BL , I understand your need for this to be fact, ie...true. If this were true, then you would have a lock, in your opinion aby by your own admission, on one of a few select positions, with the Lord. But BL, if it were true, then why have a Bible at all. Why have a religion at all. Why preach at all. If your understanding is correct, then there is no point to any of it, because none of it will change anything of eternity.
One thing I do see though, is that every opportunity you get , you are condeming the preaching of God's word in this modern day, and you are trying to take away any last remaining hope to sinners. If we were to believe your ways, then we should stop preaching and witnessing and trying to win souls over, and let everyone wallow and die in their sin.

Salvation is based upon the Election of God. Ministers such as myself constantly preach this Gospel. Those who are Chosen to be saved will be saved. Those who believe not are already condemned.

Jesus is called "The Saviour of His People". As He Told Nicodemus, He came to save the Believers, His People. As for the unBelievers, Jesus said they were "already condemned" . God made a promise to His Church, to His People, and He kept that Promise.
