I think this is an awesome verse that shows how the power of God can do a great thing in the lives of men and women. Men/women are sinful creatures with many different vices. But when the Spirit of the Lord comes upon us, we can't help but to change. We become "turned into another man". I have seen many a drug addict, a prostitute, a drunk, a gang member, give their lives to Christ and become totally transformed into "another man". Not only do they become so totally transformed by the Spirit of God, they move forward to be used greatly in God's kingdom. He who has been forgiven much, loves much. There are many programs out there, counseling services, etc... but only God can get to the very root of the problem and do a total transformation in the life of mankind.
