There are differences& varables within ppls - and diffent degrees of drunkeness.
But i see all the negitive effects of drinking& its negitiveeffects on apersons body& mind& life as negitive impacts.I dont think you have to be falling down drunk for that to happen.
Just as you can be a wino& drunk & not live on the street sleeping in a box with your own pee.
Drunks& those with drinking problems can also have nice homes& jobs(if they can hang onto these things)& familys etc& hide there drinking well.If there honest with themselfs- they will see the negitive impacts drinking has in there lives- even when it well hidden from others& not obvious to those around them- hopefully before its to late.
Denial& justafacations play a big role in this.

Biblicaly speaking, I believe it refers to one who cannot go without. Someone who puts drinking ahead of spirituality. Someone who allows drinking to posses them and their lives.

All I know is that I've felt a million percent better since I stopped drinking regularly and stopped getting drunk altogether. There's something to be said for not feeling like crap on a saturday morning.
I'll still have a beer every now and then, but nothing like I did in college.
I consider drunk to be when you start behaving in a way you wouldn't in the absence of alcohol. For me, the early stages of this start at about 4 drinks. The law considers drunk to be a certain BAC. this number varies state to state.
IMO biblical drunkness isn't restricted to the use of alcholic drink. One can be drunk on the cares of this life and things that would interfere with ones service of God. Anything that one cannot, or is not willing to lay aside IF asked by God to do so.

Bro.Snooky, with all due respect, whichbook, chapter or verse in the bible says this?

Live Life in such a way that those who do not know Christ will come to know Him because they know you
Woe unto them that rise up early in the morning, that they may follow strong drink; that continue until night, till wine inflame them!
12
And the harp, and the viol, the tabret, and pipe, and wine, are in their feasts: but they regard not the work of the LORD, neither consider the operation of his hands.
13
Therefore my people are gone into captivity, because they have no knowledge: and their honourable men are famished, and their multitude dried up with thirst.
14
Therefore hell hath enlarged herself, and opened her mouth without measure: and their glory, and their multitude, and their pomp, and he that rejoiceth, shall descend into it.
15
And the mean man shall be brought down, and the mighty man shall be humbled, and the eyes of the lofty shall be humbled:
16
But the LORD of hosts shall be exalted in judgment, and God that is holy shall be sanctified in righteousness

#11 is kind of self evident. Sounds like the usual saturday morning for the average college student.
I feel that drunkeness begins at the point where you feel or exhibit even the slightess effect of the alcohol. A lapse in judgement, a change of morals or other personal standards, balance issues, etc. are all examples of some of the effects that can be seen as a result of drinking alcohol.
