Yes it's true the bible does say it. How can that be one might ask. Well first of all one must follow simple common sense rules when studying the bible.
1. Who is speaking
2. When are they speaking
3. Where are they speaking
4. What was the occassion for their speaking.
5.To Whomare they speaking to.
Simple rules that often are not followed willfully or ignorantly leading to confusion and false doctrine. Feel free to add to the list.

Psalms 14:1 The FOOL hath said in his heart, there is no God.
I think he was just putting that in the thread title to get replies...
He actually believes there's a God, and is making the point that he himself, is "not a fool."

I read ya dabowhunter. It 's the same way many justify their 'doctrine', by inserting an occasional verse, that if not taken into context, or is deliberately lifted from context,and the setting, time, cultural settingand the factors that you are mentioning are not considered, leaves one to draw false conclusions. Your example is a good one--the Bible does say there's no God, but only to the fool who deceives himself!
Um ok Rebel let me try this once more. The verse I quoted (KJV) with book chapter and verse can be found if you open your Bible. I was using it as an example of how a verse can be taken out of context. Does the bible say there is no God? Yes, and if you would read the verse you see that it is the FOOl that says it. The meaning of the verse is obvious.....only a FOOL believes there is no God. The fool says there is no God, but I believe it is an even bigger fool that Believes there is a God but lives his life like there in not a God. I have a hard time understanding why you ask if I am calling myself a fool but if I am a fool I am a fool for Christ...........dabow
