I'm with the city all the way on this one. I spent a good part of my young life at the library, and nothing turned me off more than scanning the shelves for a book only to startle some confused, refuse-odored man napping on the floor. Walking into the bathroom to discover a naked guy drying his body with a roll of toilet paper wasn't any more pleasant.
You should check out the Martin Luther King Memorial Public Library in downtown DC if you've never experienced anything like this. For crying out loud, none of the bathrooms even had soap or paper towels because bums would steal them the moment the janitor left.
If these people don't want to/can't provide their own homes and sanitation facilities, then they'll just have to go without. Libraries are for books and people who like to read them in a peaceful and curteous manner.
