You are forgetting the free buss tickets given to the homeless in the mid 80's. I believe some went to Wisoncons and others got sent to Indiana.. No lie. I'm pretty sure it happened in 94 to during the world cup. It was amazing how the streets had not a single homless person around when 2 weeks before it was a completely different story... Hmmmm
