You're assuming. The press will use any photo they can get their hands on. There isn't always "hundreds" of pictures available. In fact, we had a situation a while back where a very prominent figure in the community died and we needed a photograph. We started contacting family members and came up with a picture of her that was very unflattering. It certainly wasn't our choice of picture, but we had an option: Run the story with that particular picture or run the story without illustration. We chose to run the picture.
With this being a kid, the most obvious place to look for a picture would be a school annual. Those are usually relatively easy to get one's hands on. But they're also usually black and white, which isn't necessarily desireable. From there you turn to the family. In this case, with him facing murder charges and under national scrutiny, I'd imagine that the family might not be too eager to give pictures to the press.
