Just my little opinion. However, I think playing the race card is ridiculos.
Pants falling down? Virginia bill would set fine at $50
RICHMOND, Va. (AP) "” Virginians who wear their pants so low their underwear shows may want to think about investing in a stronger belt.
Lawmakers passed a bill Tuesday authorizing a $50 fine for anyone who displays his or her underpants in a "lewd or indecent manner."
Del. Lionell Spruill Sr., a Democrat who opposed the bill, had pleaded with his colleagues to remember their own youthful fashion follies.
During an extended monologue Monday, he talked about how they dressed or wore their hair in their teens. On Tuesday, he said the measure was an unconstitutional attack on young blacks that would force parents to take off work to accompany their children to court just for making a fashion statement.
"This is a foolish bill, Mr. Speaker, because it will hurt so many," Spruill said before the measure was approved 60-34. It now goes to the state Senate.
The bill's sponsor, Del. Algie T. Howell, has said constituents were offended by the exposed underwear. He did not speak on the floor Tuesday.

Democrats in Virginia have been complaining a lot lately. Until now, no one has cared. But Senate Republicans in Virginia have proposed a new bill, one that would make it a crime to expose their underwear. A fine of $50 would be imposed for anyone displays their underpants in an unstylish manner.
Governor Mark Warner supports the bill. "We have had a lot of problems here in Virginia. No one want's to see that." Governor Warner also added that he has garnered widespread support fo the bill. "We have received a lot of support from the United States Belt, Trouser, and Suspender Association. A lot of people are getting behind this bill." And since no underwear are showing, their not afraid too.
Leading the opposition for the Democrats is Del. Lionell Spruill, Sr. Del. Spruill, known around the state's capital for showing off his zebra striped BVD's, claims the bill is unconstitutional. "The people of Virginia shouldn't let this bill catch them with their pants down," said Spruill. "If this bill is allowed to stand, it will expose a great crack in the system."
Joining the Democrats is the Federal Association of Tradesmen, Ag Workers, Servicemen, and Stonemasons (FATASS), headed by their newly elected spokesman, Reverend Al Shartpon. "I think this bill is a big step backwards for Virginia," Sharp told an audience of several dozen Tuesday. Using farmers as an example, FATASS is thinking of doing their own sort of tractor-cade on the capital. Sharpton referred to it as a van-cade. Sharpton also advocated a statewide strike. He said, "If this vans a rock'n, your house will fill with water before the plumbing is fixed."

I bet this is struck down on constitutional grounds if it is actually signed into law due to the subjective wording. I understand the intent, but lately anything written so broadly as to require a value judgement on the part of those enforcing the law has been struck down. Something that offends me may not be offensive to you and vice versa. If it is written to outlaw any display of the underwear it might stand, but how about all of those working guys that inadvertently display their backsides while lifting and bending while doing their job.
The backlash would probably be kids not wearing underwear at all and thus sidestepping the issue and further scandalizing those that found the display of underwear distasteful. Some things are better left alone, this is a fad that will go away over time unless the state legislature makes a big deal of it. In your experience, has passing a law ever "Fixed" anything?
I seriously doubt that trying to stop a "no showing your underwear" law would pass Constitutional muster , in fact the court would probably never even hear the case since established public indecency laws on the books already stand quite firmly . I agree that a new law isn't needed though . Showing your drawers isn't a fashion statement , it's just being lazy and nasty .
