Well, it is finally no longer a rumor!! Social Security is going bankrupt, and finally someone had the guts to say it!!

WASHINGTON (Reuters) - President Bush (news - web sites) prepared to warn Americans on Wednesday in his State of the Union speech that Social Security (news - web sites) is "headed toward bankruptcy" unless overhauled and urge wary members of Congress to work with him to change it.

"Fixing Social Security permanently will require an open, candid review of the options," Bush said in speech experts released by the White House. "I will work with members of Congress to find the most effective combination of reforms."


On Iraq (news - web sites), Bush planned to say the United States will open a "new phase" in post-election Iraq. He said U.S. forces will shift to an increasing focus on training and equipping Iraqi security forces.


"The new political situation in Iraq opens a new phase of our work in that country," he said.


Bush will speak at 9 p.m. EST from the House of Representatives to a joint session of Congress, Cabinet officers, Supreme Court justices and other luminaries, and millions of Americans at home.


Facing deep opposition from Democrats and uncertainty from fellow Republicans, Bush planned to offer details of his proposal to create voluntary private accounts in Social Security, a major change to the 70-year-old sacred cow of American politics.


Bush said Social Security is in need of "wise and effective reform."


"Social Security on its current path is headed toward bankruptcy. And so we must join together to find the most effective combination of reforms," he said.


To try to placate those worried about private accounts, Bush would leave unchanged Social Security benefits for Americans 55 and older, Republican sources said.


The idea is to let younger workers divert into private accounts some of the contributions they pay for Social Security.


Sources said the accounts would be modeled after Thrift Savings Plans for federal government employees and would offer only a few, regulated investment options to minimize the investment risk.


PITCHED BATTLE


Announcement of his plan will set the stage for a pitched battle this year over the direction of Social Security, which experts say will begin paying out more in benefits than it collects in contributions starting in 2018.


Democrats are vowing a fight and the AARP, a powerful lobby group that represents 35 million senior citizens, said it would oppose any plan that takes money out of the current Social Security system.


Senate Democratic leader Harry Reid of Nevada says he has an agreement from 44 Democrats in the 100-member Senate to oppose private accounts, a serious obstacle to the president unless he is able to pick some off with inducements.


"We will be first in line to work with him," Reid said. "But when he gets off track, we will be there to hold him accountable. And that's why we so strongly disagree with the president's plan to privatize Social Security."


Bush will also call for fiscal austerity, days ahead of submitting a budget proposal to Congress for fiscal 2006 that aides said will call for a near-freeze in the overall growth of government spending other than military funding.





Bush will resist laying out a specific timetable for the withdrawal of U.S. troops in the wake of Sunday's elections in Iraq.

"We will increasingly focus our efforts on helping prepare more capable Iraqi security forces -- forces with skilled officers and an effective command structure," Bush said.

In a bid to create a favorable environment for Middle East peace negotiations, Bush will also pledge greater assistance for the Palestinians. Sources said it includes an aid package that could total nearly $350 million to bolster development and security.

In his excerpts, he said the United States will help Israel and the Palestinians find peace.

"To promote peace and stability in the broader Middle East, the United States will work with our friends in the region to fight the common threat of terror, while we encourage a higher standard of freedom," he said.

Bush's SS fix ain't got a chance. There will be a fix...but not Bush's version.
He is about to learn something on this one. You don't get everthing you want. Hilary learned it in regard to health care and it's Bush's turn now.

Look whether Bush gets it done his way or congress comes up with another way, something needs to be done!!!!

Bush at least has the guts and common sense to know that SS is in serious trouble and is forcing Congress to do something!!

Up until now the only thing Presidents and Congesses of the past have done is one of 2 things, ignore SS or rob it even more then they already had!

Clint your so wrong. We will get to keep OUR money. 55% of the people want it and the dems can't come up one arguement against the facts period. There is no trust fund. It's goverment bonds not worth the scrape paper their writen on. 2027 the sytem requires 300 billion year after year and will rise.

Why are the dems afraid of choice? The system is voluntary. If you trust your goverment to keep your money and return it back to you (providing you don't die early ie before age 100) stay in the system. On the other hand if you don't which I have yet to hear a single person say they trust the goverment, you invest it yourself.

The real reason the dems are afraid is because they loose control of their personal slush fund. Without it they can no longer buy your vote. Wake up dems you loose it anyway. You can't stop it. In 13 years it will no longer be there. The well runs dry and starts sucking money like dried peat moss in a bucket of water.

Go ahead and be obstructionist these next two years. I beg you. If these last 6 elections haven't woke you up yet, be prepared to continue to slip off into history. You lost the majority in the House, Senate and haven't won a majority vote for president since Jimmy Carter. You lost the majority of Govonerships, state houses and senates. 2006 YOU WILL LOOSE more Senate and House seats.

The only reason the libbies are fighting this so hard is because they are not in power and can't figure out how they can take credit for it, its all political to them just like everything else they do, what a shame.

No SS does not have a surplus, it should but congresses in the past with the permission of presidents past have robbed it blind!!!! What they are saying is that there will be enough money being paid into SS to cover what is being paid out until 2018, after that the payout will exceed the payin! Congress with presidential aproval has drained all of the money from the coffers of SS.
