Here's an analogy: Your child disobeys your rules. You set consequences for disobeying. After repeated warnings, the child fails to obey. What happens if you fail to uphold the consequences??
So easily we forget, resolution 1441 put the onus on Saddam to prove he destroyed the weapons the inspectors found in '98. He didn't do it, so we HAD to assume he still had them. The war was justified, and even moreso when you look at the scam payoffs and oil for food bribes for votes against sanctions, etc.
