Why have them? If it can be proven you did a crime 20 years ago why should you get away with it because it happened 7 years and a month ago?
This article is about another priest coming up on rape charges, in the article it states many of these cases can't be prosecuted because of the when they happened. Well in many of these cases it the heirchy of the churches fault because they covered it up by moving these perverts even though they knew they were raping children.[:@][:@][:@]
This really ticks me off. If it happened to my child some people would disappear,actually more then one person.
Hope they put this sicko in the general population.

I never understood the full reason for the statue of limitation. A crime doesnt go away with time, just the memory of said crime. Or at least for the general public, the victums dont forget.

The Statute of Limitations is really designed for two things, or at least appears that way IMHO. The first is that people should report a crime when it is committed. It makes investigation much easier when all of the witnesses are still alive and easy to find. It becomes difficult to gather the required evidence after so much time has passed.
Second, it would be hard to defend yourself if you were charged with a crime that was committed 20 years ago. Pretty much for the same reasons as investigating the crime. People that could have vouched for you 20 years ago may not be around. Now your witnesses are all gone. Someone might decide to accuse you, maybe working on their case for a long time, so they can sue you in civil court. How do you prove you are innocent? Also, like this deal. One person may have a ligitimate claim, then others may jump on the lawsuit bandwagon.

I suspect there is a third reason: To reduce the work load on the courts. If that is the (hidden) case, then it's dispicable.
Tazman and North Texan pretty much have it pegged. I agree that certain crimes, such as child molestation, rape, murder, etc., should have no statute of limitations. However, I do think a statute of limitations does serve a useful purpose with regard to people doing dumb things when they were kids and then having difficulty finding witnesses, evidence, etc. when they are older. The fact that you hotrodded your car 20 years ago or had sex with your underage girlfriend when you were underage too, tried out drugs back then or other stuff you don't do now as a parent and/or grownup should have no bearing on your current life.

Wrapped up in SOL is also the Discovery process on both sides(Evidence,Documents,Statements written,oral etc...)and how long and what is allowed . Discovery is a HUGE reason why there must be Statue of Limitations(SOL). For capital crimes there is no SOL. Just a few big ones where SOL applies in all states and varies from state to state;Negilgence(Pers Injury),Tort cases(Cival Wrong)Product Liability,Wrongful Death,Medical Malpractice,Disabilities etc..etc..
Motor Vehicle property damage(PD) and personal injury(BI) probably account for most of the SOL issues in every state.
