That's the difference between criminal and civil charges. Criminal must be proven beyond a reasonable doubt. Civil must be proven by a proponderance of the evidence.
It's good to see he's devoting his life to finding the real killers as he stated. I suppose it's possible he finds them in a sand trap in south florida or in the crowd at the orange bowl.
