DUBAI (Reuters) - Osama bin Laden burst into the U.S. election campaign on Saturday, issuing his first video tape in more than a year to deride President Bush and warn of possible new Sept. 11-style attacks.
Bin Laden, taunting the man who has vowed to take him "dead or alive" for the past three years, said Bush had failed Americans with his Middle East policies, deceiving the nation and provoking Muslim groups like al Qaeda to strike again.
Looking healthy and defiant in a video released from hiding to Al Jazeera TV just four days before the U.S. presidential poll, bin Laden accused Bush of complacency during the Sept. 11 attacks, mocking him for going on with a visit to a school.
"Despite entering the fourth year after Sept. 11, Bush is still deceiving you and hiding the truth from you and therefore the reasons are still there to repeat what happened," he said, making his clearest claim yet of responsibility.
In what seemed a deliberate attempt to influence Tuesday's U.S. election, bin Laden used the opening line: "O American people, I am speaking to tell you about the ideal way to avoid another Manhattan, about war and its causes and results."
But he made little mention of Bush's Democratic challenger John Kerry, saying: "Your security is not in the hands of Kerry or Bush or al Qaeda. Your security is in your own hands and each state which does not harm our security will remain safe."
Bush, who ordered U.S. forces to capture bin Laden dead or alive after the Sept. 11 attacks, vowed that "Americans will not be intimidated or influenced by an enemy of our country" and said "we will prevail" in the war on terror.
In March, Spanish voters threw out a government that had supported Bush in Iraq just days after al Qaeda sympathizers bombed several trains in Madrid, killing nearly 200 people.
A State Department official said Washington had asked the government of Qatar, where Al Jazeera is based, to prevent the station airing the latest Bin Laden tape.

KERRY SLAMS "BARBARIAN"
Kerry, who has criticized Bush for failing to capture bin Laden by diverting troops to Iraq, called bin Laden a barbarian.
"I will stop at absolutely nothing to hunt down and capture or kill the terrorists wherever they are, whatever it takes," he said, running neck and neck with Bush in opinion polls.
Bin Laden, speaking forcefully and jabbing his finger, said he thought of the idea of attacking the U.S. skyscrapers when he saw Israeli aircraft bombing tower blocks in Lebanon in 1982, during an invasion which he accused Washington of supporting.
"As I watched the destroyed towers in Lebanon, it occurred to me to punish the unjust the same way ... to destroy towers in America so that it can taste some of what we are tasting and to stop killing our children and women," said bin Laden.
Describing Bush's actions at the school on September 11, he said: "It never occurred to us that the commander in chief of the American forces would leave 50,000 citizens in the two towers to face those horrors alone at a time when they most needed him.
"Because he thought listening to a child discussing her goat and its ramming was more important than the planes and their ramming of the skyscrapers.
"This gave us three times the time needed to carry out the operations, thanks be to God..."
The al Qaeda leader, apparently sitting or standing at a table against a neutral brown background, wore a white turban and white tunic under a light brown cloak. His full beard was a mixture of white and dark gray.
The White House said there was no change in the U.S. terror alert level despite the video. A U.S. official said the video did not appear to contain a specific threat.
"There is no change at this time but it's something we analyze all the time," said White House spokesman Scott McClellan. "We are on a heightened state of awareness already."
U.S. intelligence agencies believed it appeared to be bin Laden on the tape, U.S. officials said.
American officials have said they suspect he is hiding in the border area between Afghanistan and Pakistan.
An Al Jazeera editor said the channel had received the video tape on Friday but did not say how. He said the tape was new but did not give any details.
Saudi-born bin Laden, who is in his late 40s, last appeared in a video broadcast by Al Jazeera in September 2003, showing him and his deputy Ayman al-Zawahri descending a mountainside calling for jihad and praising the Sept. 11 hijackers.
In April, Arab television stations broadcast an audio tape purportedly from bin Laden offering a three-month truce to Europeans if they withdrew troops from Muslim nations. The deadline expired with no word from bin

You know Bin Laden would love to have gotten a bomb in here in the last few years. Instead, all he can come up with is this video tape? As far as I know, the tape isn't really even scaring anyone. We're all thinking "what is this wack-job smoking over there?". Bin Laden is a loser and his time is coming. He has no real power anymore and someone will probably rat him out if we don't find him. Oh yeah - he should consider taking a shower. It might make him a little bit less ugly.

Sooner or later one of his "fellow Arabs" will decide that the reward we offer is just too good to pass up , and for once our troops will be able to arrive before that snake slithers away . If fate smiles they'll even take his sorry azz alive so that he can rot in a US prison for the rest of his life .

And people say that the terrorist wouldnt rather have Kerry then Bush. People also say the war on terror isnt going good. If that is the case, why havent we had any terrorist attacks since the war on terror started.
Kerry says he will stop at nothing to bring the terrorist to justice. Does that mean a draft. He hasnt mentioned that. How about a nucleur bomb. How much money will he spend. Those are all things he hasnt mentioned, along with all his plans. He has these grand plans for everything. How Bush is doing such a terrible job and he has a better plan for everything, but yet we never hear his plan.
Isn't it nice that Osama Bin Laden is using talking points taken from Michael Moore, moveon.org, & the Kerry campaign? He threatens the states that vote for President Bush? I pray to God that President Bush is re-elected, a Kerry administration seems like it would give the terrorists more stuff to use against us...
Three months ago, I posted a message "Al Qaida", said that Bin Laden would issue tape when Bush needed. The prediction is awfully accurate. News of 10/29 said in a tape Bin Laden admitted he ordered 911 attack.

Saddam and his high ranking officials were arrested or eliminated in their own land, show me Bin Laden or Al Zarqawi which does so much damage everywhere. But how can they survived in a land not theirs? (Bin Laden is not Afghanist, Zarqawi is not Iraqi) It only exists in media, in government propaganda, they use beheading case to wave people's indignation against Islamic people.
Who is Bin Laden? He was trained by CIA as "Freedom fighter", (now there is another name "terrorist") What he did always helped Bush to grasp more power and money and start war. When Bush needs something to raise his rate, Bin Laden would issue a tape on time to remind you he is still there that you need a leader in "war on terror". That's why he exists in media and government propaganda and never be captured.
Now they created another "Al Zarqawi" of Iraq. He played the same role of Bin Laden. He will arouse your hostility against Mid-east people and give Bush an excuse to stay in Iraq, prepare for more Mid- east war. That's the role of Al Qaida.
So next time when you ask "How can a rogue like Bush can stay in his second term?". The answer is "It's Al Qaida". This time the reply is correct and true. Only this Al Qaida is created by Bush himself and acted on Bush's behalf.
