Why aren't they surgically implanting tracer devices in every Western person in Iraq? That way, when someone gets kidnapped, the military just looks at the blip on the screen and homes right on in. We would take those beheading animals out in no time.

It would be ineffective anyway since a scanner has to pass over the chip for it to be detected , just ask your local veternarian . If you were scanning the chip you'd be scanning a body for ID purposes , not a live person .
I would never submit to being "chipped" , not even for that reason .

I thought about that with theft. Put a device on a trailer with snomobiles are for sale. Thief hooks up trailer and takes off with it. Track device and catch thieves. Thieves will think twice about stealing or in Iraq's case kidnapping. One way to battle terrorism.

Not so. There are tracers you can put on your car that will broadcast GPS signals if it is stolen so it can be recovered. You can have your pet chipped so it can be recovered if it runs away or is stolen. Why not implant something similar under the skin so that people kidnapped would be sending out GPS signals. Not only could this help save the life of the kidnapped person but could be used to locate Zarqarwi himself; he likes to do the beheading himself. They never kidnap someone and kill them the same day. They always kidnap and then give some deadline to comply with their demands, make a video with the poor guy pleading for his life, wait until the deadline and THEN kill them. During that first crucial few days, the hostage is alive and rescue-able. Hell, I could even see some CIA guy volenteering to be kidnapped so they could find that bastard. Certainly risky but like I said, they have a few days to find him before he is killed and a GPS signal should make that pretty easy.
And to those too paranoid to "ever let yourself be chipped", remember, it is a single chip in a known place while you are in a very dangerous, kidnap prone area. When you leave or when you decide you don't want it there anymore, simply have it removed or remove it yourself; it's only just under the skin afterall.

You've got to be kidding me! First, they don't cost all that much; you can get them for your cars or your pets right now. Second, even if they did, WHERE ARE YOUR PRIORITIES?? A man's life is at stake and their is a way to save him AND get the terrorists who are doing all the kidnapping and you are telling me it is too expensive?? Man, that is cold.
A guy that you don't know where is geographically located can be beheaded as easily as a guy that you've pinpointed to be at GPS location XXXX
Knowing where an individual is being held is but one concern. The guys holding guns to his head and a knife to his throat is muc more a concern.
Here's a better idea - all non-military people evacuate Iraq. I gaurantee no one could get captured and beheaded that way
You aren't seeing the forest for the trees here. As I said before, there is a few days window to rescue these people before they are killed and even if there wasn't, do you think knowing where these terrorist bastards are at an exact moment in time will not be useful? Hell, one smart bomb and they are ALL history even if the hostage is already dead. How many other people will that save from being kidnapped now that Zarqawi and his cowardly band of killers are dead?
