Waterfowl hunting is controlled by the feds as is access to millions of acres of public property. It doesn't even take an act of congress to limit or ban hunting on most federal property, merely a policy change by some faceless beurocrat in D.C.
Yes seasons, for the most part, are set by the states but if the state (Texas as an example <2%) doesn't have much public land, then that is pretty useless.
