He's right, though. The terrorists don't give a damn about anyone else. They have one goal only--to terrorize America into leaving the Middle East and abandoning Israel. They would sacrifice all of Iraq to accomplish their goals. Most of these nuts aren't even Iraqi (Zarqawi is Jordanian, for instance).
It's clear that they've been able to move around covertly on a regular basis. Now and then, we'll get good intel from an Iraqi mole or Predator drone, but we still cannot pinpoint each insurgent at any one moment. If they make a run for it, I'd bet they're chances of getting away are better than 50%.
And when you flatten town, sure the civilians will have fair warning to escape, but what will they come back to? And guess who's side they'll be on during the next battle with al Qaeda. Not to mention that is a moral abomination to punish someone who has nothing to do with terror or destroy their property in such a reckless manner while chasing after criminals.
In the heat of battle, civilians get caught in the crossfire and buildings are demolished. That's the chaos of warfare. What we're doing now is now intel/police operations. We need to stay forceful, but you can only take out an entire block, neighborhood, or town to smash large, concentrated forces. It doesn't work when trying to kill individuals or small groups.
