Please educate me

I read that the Senate voted to add 20,000 troops to Army. Now forgive me for my ignornace, but why does congress need to approve the amount of soldiers for the military. Can't civilians just join? Is there a cap or somthing like that? I'm not trying to be a smartassssss. I really don't know.

If you're asking a serious question, the answer is yes, congress does vote on expenditures which includes the # of people allotted for all armed services, etc. It is part of the federal budget process.
