I want my change back (gas prices)

I got gas this morning. Exactly 1 gallon at $1.599 a gallon. I paid with 2, 1 dollar bills. The gal gives me back $0.40 (4 dimes). I ask for the rest of my money and she says she don't understand. I say " I paid for $1.599 worth of gas, my change should be $0.401

I didn't get it (she didn't either)
