Consider the person and the time in history, Roosevelt, when character meant something. Ethics, honesty, skilled abilities etc.
Charactor goes not only to the individual such as a gift but but is the result of their preparation through up bringing, education, work, thier actions taken under a given set of circumstances and the appropriate application of the accumulative. It is not just the final step but the path to that point regardless of the outcome. Usefulness and results are not one and the same.
That was the problem with the clinton years, lack of charactor.
