Default energy assistance

a friend of mine just lost his job, his wife is sick with cancer and he has two young children. he collects $130 a week from unemployment...................
he applied for energy assistance and got a measly $95 TOTAL (for the year) towards his gas and electric bill !!!! work is very hard to find around these parts, the guy wants to work but can't seem to find a job. i would hire him, but i can barely get by with the small jobs that i got going on. it just burns my cheeks to see this going on.

What state is your buddy in? I have never heard of a state giving somebody a year's worth of energy assistance in advance. Not saying that didn't happen, just that it's quite different from anything else I've heard.
