Default Zero tolerance

Last week a young honors student was suspended for having in her possession a small foldable razor blade.It seems that in her native country of Korea, this small blade is pretty much standard issue for sharpening pencils.

This is just one of hundreds if not thousands of cases involving the zero tolerance policies many schools across this nation practice. Are they going too far in your opinion?

I am about 50/50 on this. You cant whack these kids anymore with yard sticks like in the good ole days and I for one will tell you that they would have to pay me 4 times as much as teachers in this country are paid to try to teach someone elses impolite obnoxious teenager.

In public schools, " zero tolerance" means that students are quickly suspended or expelled for breaking the law or violating school rules. These policies were initiated on the federal level by the 1994 Gun-Free Schools Act, which responded to several notorious school shootings across the country. The federal law required states to kick out students who brought firearms to school.
Unfortunately, many states and school districts have gone far beyond the federal Gun-Free Schools Act by enacting policies that suspend or expel students for carrying virtually any object that could be considered a weapon, illegal drugs, prescription drugs, and even some drugs available over-the-counter. Some of the most troubling stories and trends have made headlines:


Nationally, students have been subjected to disciplinary action for bringing Midol or Advil to school, bringing a water pistol to school, and taking a slurp of Listerine during school hours. Education Week, October 23, 1996.

In Philadelphia public schools, 33 kindergartners were suspended in 2002 under a tough new discipline policy. The New York Times, December 14, 2002.

An 11-year-old died of asthma because his school' s zero tolerance policy prevented him from carrying an inhaler. The New York Times, November 19, 2002.

In 1998, African-American students comprised 17.1 percent of the student population nationally, but 32.7 percent of those suspended. Racial Profiling and Punishment in US. Public Schools, 2001.
Broad zero tolerance policies have brought a number of problems -- the denial of education, rise in dropout rates, increased rate of suspensions and expulsions, and racially biased impact.


Too Many Children Being Suspended and Expelled
While students are reporting school crime at the same level as in the 1970s, the number of youth suspensions has nearly doubled from 3.7% of students in 1974 (1.7 million students suspended) to 6.8% of students in 1998 (3.2 million students suspended). African-American students are suspended at roughly 2.3 times the rate of White students nationally. In Michigan schools, 3,500 students were expelled during academic year 1999-2000. Punitive Approach Leading to Dropouts
The increase in suspensions and punitive policies can lead to higher rates of dropping out and delinquency among suspended youth. Without schooling, nor availability of alternative schools in many cases, youth fall behind in school and often experience repeat suspensions and an increased likelihood of dropping out of school. A 1994 study showed that students who were suspended and expelled believed that their school no longer wanted them and eventually dropped out. Pushed out of school and on the streets, youth are likely to engage in delinquent acts and eventually end up in the juvenile justice system.


Racial Disparities in Discipline
Children of color are subjected to far more suspensions and expulsions than their White counterparts. According to the Department of Education, African-American children made up only 17% of public enrollment nationwide in 1998-99, but 32% of suspensions. White students made up 63% of enrollment and represented only 50% of suspensions and 50% of expulsions. In Tennessee during the 2000 school year, the rate of suspension for African-Americans was double that of White students. In the 1999-2000 school year in Connecticut, nearly 52% of the suspensions of kindergartners went to African-Americans, 35.2% to Latinos and 12.1% to Whites.

Alternative Strategies
Effective alternatives to zero tolerance should involve students, families, and their communities in efforts to provide a safe learning environment and safety in school. Anti-violence programs like anti-bullying, anger management, and peer mediation help to reduce discipline problems in schools. Building student-teacher relationships, challenging curriculum, and teacher training in classroom management and cultural competence make schools safer, equitable, and educational. For instance, the National Crime Prevention Council--which operates a national initiative to pilot school violence prevention projects--currently supports a pilot project geared towards drop-outs in Woodford County, Kentucky which focuses on " soft" services that emphasize fostering positive student-teacher relationships as well as on " hard" techniques that rely on purchasing more hardware and security procedures. In addition, suspended and expelled students need appropriate alternative education; an effective model is a Saturday detention program known as SMART implemented in Chicago and Philadelphia schools.

Unfortunately the baby boomer generation has imposed a facist stranglehold on todays youth because they don' t want to have to make sacrifices and perform a duty called parenting.[:@]

I must disagree with the remark about the baby boomers. I am in the baby boom generation and my kids are well into thier thirties now. They are hardly the youth you refer to. However you are correct in saying that it the parents who must take responsibilites for thier kids. In my opinion the zero tolerance has gone far over the edge. As always happens, knee jerk responses to broblems causes common sense to be the first thing out the window.[:@]

Lack of common sense in applying this policy dooms it to failure. How many teachers would we have left if they applied the same policies to them?

I' ve gave my comment on the baby boomers a bit more thought and find that you are more correct than I am. While that generation occupies the largest portion of government at all levels, I don' t think they were the ones with the parenting problems. []

I guess we shouldn' t be expecting school administrators to be able to discern an asthma inhaler from a carck pipe or a gun if the man in this article is any indication of the quality of school administrators. I cant speak for other states, but in Texas it is zero tolerance. That
doesn"™t mean the kid is kicked out of school. They are simply placed in an
AEP (alternate education program) for a period of time. They are not
denied an education, simply punished for the infraction. You can not kick a
kid out of school now-a-days. The above article is miss quoted. I have
senate bill 1 right in front of me. The suspension of a student is only for
the remainder of the day until a site based committee meeting takes place.
Which after the student is placed in the appropriate facility. If it was a
legal infraction requiring jail time, the student gets busted and continues
his/her education in a juvenile facility. If the infraction was not a criminal
offense worthy of jail time, the student is placed in an AEP facility demed appropriate by the site based decision committee (which includes said students parents). Education is not denied, yet demanded.

One more thing I would like to add is; Students are given a code of conduct.
The parents are suppose to read it, if not having it read to them at an
assembly. The parents are then required to sign a form stating they read
and understand the rules and agree to them. I know the students are
informed of the rules, this usually happens at orientation, or at a first of
the year assembly. I have little problem with it. I dont like the idea of
making exceptions at the expense of teachers and children"™s lives. Make one
exception, then you can not hold the trouble makers accountable.


Now for medication; yes there is a zero tolerance policy. I dont have time
to find the many cases of kids dieing because of a simple mistake. Take the
following scenario:
A student that doesn"™t know they are allergic to a particular over the
counter drug ( prophins sp. acetaminophen"™s, ect) gets a pain reliever like
ibuprofen from another student for a head ache and dies of an allergic
reaction. This has happened many times. This is why the no tolerance policy
covers all drugs, even over the counter drugs. Even with that said, drugs are
allowed in school, inhalers are allowed, they simply have to be cleared by
the office. Pain medication, such as tylenol, and even prescribed drugs have to be given to the office by the parent. The student has to simply go to the office to get their medication. Again, a mistake from not knowing and understanding the rules.

Blaming schools for parents and students lack of knowledge of the rules
would be the same as blaming the state for busting someone for exceeding
bag limits on game they have shot. It is your responsibility to know the
rules.

I am a parent. I know the schools rules. I dont want an exception turning
into the injury or even death of my child. Why do you think these policies
are made? Because this crap has lead to injury and death!!!!! More over, this
no tolerance crap has come about because of the many law suits that have
been filed with schools for allowing a student to give another student a
Tylenol.
