Hmmmm my guess is the former USSR. Simply because they controlled everything but the oxygen. If they " felt" threatened by a group intent on internal harm or discontent, oddly those in the group would " disappear" overnight and never be heard from again.

A negative and a negative might not be nice, BUT a positive and a negative attached to the earlobes of captured terrorists sure makes for " former terrorists" now dont it???

could it be FRANCE? but they give up all the time. But i would say it is Britain because they have always confronted a situation and no terrorist attacks have happened in britain that i know of.

8x I remember that in the early-mid 90s a few subways were either gassed or bombed in London. It certainly cant be Israel as they get terrorists actions each day (though they may very soon STOP that crap from happening!).

didnt the romans succumb to the babarians? and i thought u meant todays world when you asked that question. But i agree with james B that it would be ***an because they never had a terrorist problem because they were secluded
