Victims As Young As 3 Possibly Raped

RANCHO SANTA MARGARITA, Calif. -- A couple who allegedly videotaped and photographed themselves molesting girls as young as 3 have been charged with numerous felony counts in connection with the assaults.

David Shoutyh Hwang, 32, and his wife Sheila Sikat, 23, were arrested Wednesday after investigators searched their home on an anonymous tip. Police found more than 100 videotapes and pictures of 3- to 9-year-old children being molested, officials said.

Police believe some of the tapes, which may go back 10 years, were filmed in Laredo, Texas, where Hwang lived before moving four years ago to the area.

" A case like this will sicken even the most seasoned investigator," Orange County Sheriff' s spokesman Jim Amormino said Monday.

Sikat was released from custody over the weekend in lieu of $150,000 bail. Hwang remains in jail without bail.

The two were charged Friday with two counts each of using a minor for sex acts. Hwang was charged with 21 counts of lewd acts upon a child. Sikat faces four counts of that charge, according to court records.

On Monday, children sold lemonade and raced scooters and bicycles up and down the block of large Spanish Colonial-style homes where the couple lived, while adults expressed their shock.

" You think you' re safe in Orange County, and then this happens," said Martina Lee, 32, who has two little girls. " God, it' s so scary."

The couple' s roommate, Steve Bacon, told reporters he couldn' t believe the charges. He said the couple, who married last month, were always nice to him. He said sometimes Hwang and Sikat had nieces over, but he never saw anything inappropriate.

" I' ve never seen anything that was remotely linked to this stuff," he said.

Bacon said he' d spoken to Sikat since her release but did not discuss the arrest.

" She looked like she was pretty shocked," he said.

Another neighbor, who asked that her name not be used, told The Associated Press that she never let her 7-year-old son go over to the couple' s home.

She described Hwang as a quiet man who frequently rented out rooms in the house.

" He' s just weird," she said.

While filming, Hwang allegedly gave the children video games and distracted them with candy, Amormino said. He added that investigators have not determined how the couple arranged meetings with the victims.

Detectives watched about nine of the tapes, filmed between September 2000 and September 2002, Amormino said. At least six young victims were visible but they have not yet been identified by investigators.

While most tapes showed only Hwang and a minor, one included Hwang assaulting an adult woman, who Amormino said has been identified by authorities.

Investigators have contacted authorities in Laredo and are searching for possible victims there.

Hwang and his wife have been placed on administrative leave from their jobs at insurance company Pacific Life in Newport Beach. He worked as a computer assistant, and she worked in

You know, when something like this happens, you always hear that statement being made. Parents have GOT to understand that this kind of thing goes on EVERYWHERE! As parents, it' s our responsibilty to know where our children are and what is going on with them! These kids were between 3 and 9 years old! No matter where you live, you have GOT to be paying attention!

Somehow I do not think there would be any problem punishing these 2 with no cost at all, after they are found guilty let the parents of the molested children have them for a couple of days in a locked room.
