The names for the program(s) come from the feds. Not a big surprise. Local and even state agencies don't get to change the names or terms.
The cards, on the other hand, help reduce fraud and expenses. A card is issued to the recipient with a PIN #. The recipient is the only person who is supposed to use that card and PIN #. All disbursements (money/credit issued to the recipient) and expenditures by the recipient are collected and stored.
If there is a suspicion that somebody is fraudulently using the card, you can check the usage record and see the stores, locations, dates and times where the card was used. Many of those locations have security video so it's semi-easy (takes a little investigative legwork) to find out if the card is being used fraudulently or not.
If you think about the program costs for issuing Food Stamps and other public assistance benefits by separate checks to millions of recipients, it's easy to see how you can reduce your program costs substantially by electronically transferring funds to the recipients' benefits cards.
There are other benefits to using cards but those are 2 of the main ones. Oh yeah. For those of you who hate to get stuck behind somebody trying to count their food stamps out and making the grocery line go slowwwwwwww, there is a time savings benefit for the rest of society as well.
