That has more to do with Obama's goal to have more people dependent on government rather than the actual need for food stamps. Obama is the Food Stamp and Welfare President. I could reverse that trend of more military families being on food stamps by raising the eligibility requirements, going back to paper vouchers and quit advertising for recipients.
