With all the other stuff you have going on - you probably just missed it. It didn't get a lot of press at the time - but Fox News featured it on Oct,14.Google - obama sends troops to Central Africa.
The stated reason - was to act as - (non fighting advisers) to help the Ugandan army find and neutralize this rebel leader Joseph Cony - A rebel who has been looting and pillaging all over the area and has killed a whole bunch of people over the years and is a destabilizing force in the area and therefore - is a threat to US interests in the area. Another reason that no one said much about - is that we want to raise our profile in Africa as a counter to the Chinese, who are showing an awful lot of interest in the African continent lately and have already invested quite heavily there.
Apparently - This Cony character started out as a legitimate rebel with some sort of axe to grind with the govt. but has since, lost a lot of his army and has turned into a looting - pillaging criminal who travels even to neighboring states to do his bloody work - and they are all hunting him and his group.
Personally - I think the administration kept it pretty quiet because it would not have been real popular - sending more of our troops into harms way again when there was no real threat to our country.
He did however, run it through Congress before he did it.
