Carter did the same thing when he was in office. Only it wasn't his book they bought and distributed. It was Salinsky's I believe. The state department bought them and distributed them around the government.

Hum, I didn't know we still had that many out houses. I can see how the book would save on toilet paper. They have to be used for something, good idea!!!
