Actually, does not the American citizen have a right to have that 'Mexican National' arrested ? They did not have any papers, so I wonder if she had papers proving her diplomatic status is such that she is afforded immunity (it's not automatic for all diplomats). Let this
ersatz 'diplomat' prove her immunity from the lockup...might sweeten her mood a bit....
