I believe that helping friends or relatives into a job is a pretty common practice. My high school biology teacher recommended me to the professor who is supervising me now. They're friends, apparently old fraternity buddies. The prof. might not have noticed me otherwise.

That is a little different. Government cronyism and string pulling is a lot different than making recommendations. I am a science dept. head. I make recommendations all the time, but it would be wrong for me to pull strings to get someone a lucrative job, that is paid by tax payers. I also have credibility that rides on my recommendations. It was not illegal, but speaks volumes on what the man will stoop too. Add this to him pulling strings to help his live in lover, who was selling pot from Franks house, and lets not forget his tax dollar vacations to study Brazilian gay men, etc. etc. I would say abuse of position has taken place.
