Yes and folks love to say their single payer system costs less. What they refuse to factor in is the high cost of lost productivity from their workers. How many days did they miss. How many required special arrangements to continue on the job? How many needed to be replaced with temporary workers?
Their system costs more and people hate it. I remember when I was in England discussing my need to shoulder surgery. I said I was delaying it until the end of the year. The Brit I was with said it would be that long just to get his first appointment. Mu Canadian coworker had an hockey injury. By the time he got in to see his doctor, he found out his leg was broken and should have been in a cast. However, since so much time had gone by, it was too late for that. That's how they save money.
