At that rate we won't need the supreme court to decide the constitutionality of mandatory participation. The government will have waived everyone out!

http://www.hhs.gov/ociio/regulations/approved_applications_for_waiver.html This is the link for the list of waviers. The Government stopped posting the waviers on the web at slightly over a thousand. It may be quite a bit higher today.
