Sorry, but I've been busy with snow removal and work.

Your author misinterpreted the data. Proficient means just that, it does not include those that are more or less than ranked proficient.

Here's the raw data from the state DPI that collects the data.

Looking at the numbers you want the MinPerf WSAS numbers. Which you'll see are at 9% at the worst for the state level.

Simple math here means that 90% are at least of basic reading proficiency for that grade level, or better.

Thanks for picking an author who can't read and interpret the raw data correctly.

Interestingly enough, if you select only Milwaukee you get a 30% sub-proficient rating. You know, the district that Scott Walker helped run prior to being elected Governor.

The Department of Public Instruction is an independantly run organization within Wisconsin that has a standard test administered to the students throughout the entire state. It's one of the most thoroughly done assessments in the nation.

NCLB has far more exemptions that can be made to skew data more than Wisconsin's DPI assessment test. NCLB is No Child Left Behind which is the current federal standard.

I'm skeptical of a site who has a slogan "The Right News. Right Now."

What if I posted an article from "The LeftField Post. Left on your doorstep, just Left of the Leftmost Window."

Would you trust it?

Well it seems they're reporting on 2009 findings by the U.S. Department of Education.... Seems there's a discrepancy between the Government agency's findings and DPI's findings..... As a matter of fact, according to this thread, the two sets of findings are DIAMETRICALLY OPPOSED.
How'd that happen ?

The numbers are almost identical. How are you missing that? The original author either misrepresented the data purposefully, or they are too stupid to be writing an analysis of data. Either way, not credible.

They are not opposing recording agencies. They are both neutral. One is national, one is state based.
