It is actually a floating vessel, propelled by a motor. I think it's clever. Basically a stunt -- like the missile balloons that you can tie to the back of your car. But art?

BTW, I put it in the politics forum because of how people's opinions about/reactions to art tend to go along with their political philosophies.
