Doesn't the House of Representatives retain the power of the purse? In this case, it would seem that Obama proposes, but the Republican House of Representatives disposes. Likewise with the Obama budget. I would think Obama could propose as much as he wants. Why does the house have to even read this budget? I admit that I have not read the US constitution probably since US Government class as a Freshman in college in 1976 -- my bad -- so maybe my memory fails me in this case.
