Well, on sims, when the black outs start, the people get mad, so ya have ta raise taxes, build another powerplant....and then drop the taxes back down to make the people happy....well, he is dammed if he does and dammed if he dont.(CAUSE YOU KNOW THE TAXES WONT GO BACK DOWN)
