Has anybody looked into just what this bill would mean if it were to become law. I know it made it out of committee into the House, but I can't get a good read on if it is a good bill or not. Does the one cent apply to everything?

H.R 4646 and S. 2965 have no co-sponsors and both are going
nowhere.
