Default Rainwater Tax

After reading the A/c ban-tax.I was wondering if any of you have ever heard of a rainwater tax .No b/s.Got a bud that lives in Greensboro N.C. (inside the city limits).Thay have to pay a floating(pun not intended) rate tax for the rain water that runs off of their land. into the storm drains.I could not believe it but he showed me on one of his utility bills.I would have to build some kind of "catch basin and water my yard ,garden,car,or sell it to them when the local res.dry up like they are now.I have been to 3 worlds fairs ,2 hangings and a goat friggin,and I ain't never seen anything like this.

Wonder how the hell that works. Is it a flat tax for a certain sized lot? Or is per rain event/amount of rain actually off your lot? What if it don't rain for several months, is the tax still levied on you/your property?

Craziest thing I've heard of in a while. Out here, your not allowed to capture the rain water for "your use", because you don't have the rights to the water.

Yes, I have heard about it but I don't believe its the amount of water that runs off of your land. I live in NC and have heard other areas thinking of doing the same thing. From what I understand its calculated by the surface area of your roof. Its away to hit those of us who own McMansions and discourage others from building them.

Multi story buildings would be paying less per sf( living space)( something commen in urban areas)- Those are a local tax?

( or one in the same?)
