Could be Ol Obamamay has a plan &A program in mind for that to....A need for possiblly more Drs etc, & any shortages of moneys & or persons..
With notes maybe taken from NYS( and prob others) and how they both decreased there welfare rolls & took care of a nursing shortages etc at the same time.
( friends of the billybob clintoons new progressive- social change & hope reform programs ? _
