Vice President Joe Biden joined the administration’s defense, saying the program has yet to kick in to full gear.
Biden, whose office has overseen the implementation of the measure, said that the plan is now entering its second phase of operation.

Something is not working out in my head. If the stimulus is working, and not yet kicking in, what is the need for a second stimulus? Do they really think we are that stupid.

They have enough left in the first stimulus to do that. The second stimulus in the works is to purchase a Saturn 5 rocket to get Barrys strong box of records off of Terra firma, in the advent of a Repub switcheroo in November.

How about this be made real simple, If you don't have a taxable income you don't get to vote. After all approximately 50% of the nation don't pay any taxes at all.
