Default Fee for Saltwater Fisherman

I read in VGIF Outdoor Report that beginning in 2011 all persons fishing in saltwater will have to register and pay 25.00. This Federally mandated law will go into effect this year, for free. But you will have to pay the 25.00 starting in 2011. The Outdoor report stated that these funds will go into the US Treasury. See the report yourself, I have only given tidbits of what it contains but am oncerned that all these funds will not go to the care and cleanup of our waterways, instead to pay for some other things. I'll do some more research on this matter.
Take someone outside today and show them some nature.

NC has moved to requiring a license to even surf fish many years ago. I've never been checked but I think my sport license covers this. I did get my son a lifetime license that covers everything in NC. I'd like to know more if the feds also want their cut.

We've had the "SF Bay/Delta Enhancement Stamp for years (used to be called the "Striper Stamp") but I understand they've repealed that as of this year. We've always had to have a fishing license to fish the ocean but our salmon season has been closed for the second year and all we have left are stripers, when they're running, halibut, rock fish, sturgeon and crabs. They've managed to ruin the best fishery in the lower 48, even the sea lions went to Oregon (that's a GOOD thing). A $25 Federal fee will cut the ocean fishing in half here, we already have the highest annual resident license fees in the U.S., damn near $100 after all of the stamps and fees. A law suit even stopped most of the fresh water planting, what a place to live.

If can they dream up a tax they will. I've had our lake house for almost ten years, two years ago they came up with the idea to permit boats to use the lake. The permits are $50.00 per year, per boat, even if it's a canoe. I'm really thinking of selling my lake house. When we bought it the taxes were 1,200.00 per year, this year I sent them a check for 2,400.00.
I'm afraid of dropping something, we get bent over enough as it is!

Question

Since the shoreline and waters immediately adjacent to an individual state is nominally the domain of the particular state, other than national parks and federal wildlife refuges, exactly how would the feds go about "seizing" the territory? I have to think the states would be opposed to this since it directly deprives them of both sovereignty and revenue.
