Drunk......yeah, I'd say it was a good thing to detain the guy, especially since he was obviously capable of committing arson. Only thing I'd hold against the VFW in this case would be if they didn't call the cops immediately after taping him.
It really doesn't look like they did, considering that he was there for 6 hours. Unless the Sheriff is in the VFW chapter.
It's looking a bit legally borderline.
