The panel recommended that the president impose tariffs for three years, starting at 55 percent and then declining. Mr. Obama, who was required by law to decide on the recommendation by Sept. 17, announced slightly lower tariffs that will start at 35 percent and drop to 25 percent in the third year.
The safeguard provision does not require any evidence that Chinese companies used subsidies or competed unfairly, so it is easier in some ways to invoke than many other protective measures against imports.
This is the GLOBAL free market (no tariffs) that Bush Sr., Clinton, and Bush Jr. all endorsed and expanded at will.

Not so!!!! This country has not lived within its means since the late 90s when we had a slight budget surplus. Bush ran a budget deficit that averaged 500 billion dollars for every year he was in office. Obama has just taken the deficit to new highs. The next Republican president will do the same.
