No, Chinese companies, with the knowledge and consent of their own government, accepted money from US companies to take e-waste. Once the anchor raised on those garbage scows the problem became theirs and theirs alone. I do find it deliciously ironic that in many cases the waste originated in China as new products, so I'm content to write the whole thing off as a perfect example of recycling.
